Would anyone happen to know if the Internet provided by an apartment complex could restrict you from opening ports?
 
It is possible, it really depends on they're setup. If they have a restrictive firewall between you and the outside world they can easily be blocking traffic on said ports before it even gets routed to you.
 
While it's possible that an internet connection at an apartment complex might have restricted ports, I'm more prone to believe that port blocking would take place up stream at the ISP. Some ISP's such as Cox Communications (Cable company) are notorious for blocking ports on their network.

Do you know who the ISP is?
 
These questions are better asked of your apartment complex - they'll be the only ones who can answer them for sure.
 
Alright I just wast sure if they would even be able to do something about it. Provider is bright house but they said they couldn't do anything for me and told me to call the router company who also couldn't do anything lol surprising I know lol
 
more than likely your apartment complex is outsourcing this to a third party, if they were smart - or else they are a very very large chain of apartment complexes and have this done in-house.

You'll be better off with the latter, but that does not mean they will do anything to alleviate your situation. Sometimes these IT folks can be quite ornery (and usually, we have reason to be so...)
 
I did a quick google search on BrightHouse and port blocking... came up with a 2 year old thread on Broadband Reports that seems to indicates that BrightHouse does block some incoming ports (depending on the area).

I would suggest not putting a lot of credence in this as the thread is a couple of years old... but it might still contain some currently valid information.
