I have found an alternative method of editing the APN settings. I never was able to get offline APN editor to actually change the APN.
What's needed:
A rooted Commando
HiAPNGlobal application - google it
Root Explorer or some application that will allow you to edit an xml file.
HiAPN will install as a system app.
Open it and click "Click to autoset APN" It doesn't matter what APN it creates, you're going to edit it later.
Next click "Click to backup APNs". A pop-up will come up asking permission to save the backup. Make a note of the path where the backup is placed.
Open root explorer and go to the path where the backup is saved.
Open it with the text editor.
Go through the file and change/add the required information:
Save the edited backup and return to HiAPN. Click to restore a backup. Once that is completed your APN should be properly configured.

BTW, the APN info above is for Net10 on T-Mobile. I get HSPA, edge, and GPRS, no LTE or HSPA+. In my area the phone works better with Net10 on AT&T as they have better coverage and this phone supports their HSPA+ bands which is just about as fast as VZWs LTE for less money. I've enjoyed unlimited data on VZW for many years, but with the new price increase $49.99 a month for ULD per line is just too much.
