Yeah, I had bought Zooper many moons ago, guess I'll give KWGT a try as mentioned in that article and by @Jhayzone. I've heard it has a learning curve but as good, or even better than Zooper.Doesn't look good for anyone that bought zooper, check the first comment in the thread Mike linked. He mentions an alternative.

KWGT is looking better and better the more I see all the threads about it on XDA and G+Its probably because I used Zooper for a long while that made the transition quite easy to KWGT. I love that the elements can be group neatly which makes full homescreen widget a breeze to make and edit compared to Zooper and Its quite powerful and flexible on the things that it can do and the editor never crashed once on me even while editing a pretty heavy widget. The only problem I had with KWGT is pinpointing my location for weather but that was address few updates ago.
Think of it as a more powerful and updated version of Zooper but not quite as powerful as KLWP.

Yes you are right, use our creativity it is the best solution, I edit them as I like but it is nice to start from an ispirational set(often they also come with related graphic elements from devs). If you know what you want to create and have a bit of time you can always use KWGT to make whatever you fancy.
Do those packs you've downloaded work with the free version of Zooper? You can still find that on apkmirror.com (one of the few download sites that I actually trust).
