App doesn't recognize connection via Bluetooth tethering

I have a Wifi-only Nexus 7 (2012) that I tether to my phone via Bluetooth when Wifi is not available. I've had no trouble using any apps with this setup, until today. Today, my invoicing app - Invoice2go Plus - provided limited functionality in an "offline" mode, even though I had a working Internet connection via Bluetooth tethering. I don't think this is new behavior - I think it's the first time I've used the app while tethered.

I contacted support for Invoice2go was basically told that this is the way the app is designed. I'm not sure I buy the idea that this is intentional behavior; it's more likely sloppy programming - assuming that no Wifi or mobile data connection means no internet. They're forwarding the issue to development (or so they say), but I don't hold much hope for a change any time soon (if ever).

Short of using Wifi tethering (power hungry) instead of Bluetooth tethering (power friendly) Is there something I can do to work around this?
