App for an existing website

I have searched for an app for listverse.com but have been unable to find one. I am not the owner of this site so I don't know if I am legally allowed to have the app made. I'm pretty sure if I could have it made I couldn't charge for it tho. Can anyone answer these concerns or work on an the app? I have basic ideas for it but know nothing about coding or anything.

You will need to get the consent of the web site's owner(s) and pricing would be entirely up to them. With this said, if a price model was implemented, all revenue would go to the site owner(s), not you.
