app for managing evo 4g from computer

I have looked for an app that you will be able to hook into your computer and manage your smart phone.To be more precise it would be nice to have an app that mimics your phone on the computer and program it as if you were programing the phone. With i phone you can manage many functions from the i tunes program. I have HTC sync but it is very limited to what it can do. The idea came from programming my digital police scanner when I hook it into the computer it shows a virtual scanner with the display and buttons that are on the scanner this is great for back up and ease of setting up.Any ideas would be appreciated. Thanks
