[App help] Error code 24 when trying to install apps

I have just gotten myself an HTC One not to long ago!

I've ran into a problem tho, now being in iOS land for the longest time I have no idea what to do about this.

when ever I'm trying to download certain apps (either apps I use to have on my GS2 or an app I uninstalled) it's giving me error code 24, it'll download the full app but will not install...

I've googled it before making this post and people said they have fixed the problem by deleting com.appnamehere.android and it would fix the problem, so far i've downloaded several file managers and can't seem to find data/data on any other folder they've told me to (im sorta familiar with this kinda stuff having a jailbroken iphone with iFile please dont call me a noob ahaha)

Some people are saying you need to be rooted in order to fix this issue, is that really the only way?

Please help me out.
