Help App History

I am just curious, How does one track apps that have been downloaded to a phone, even when theyre deleted. I am wondering exactly how google/android keeps records. Is ot by phone, or email address attached to playstore account?

It's by account. When you're logged into your Google account on a given device, go to the Play Store app and select Apps/My Apps. You'll see a tab that says "Installed", that will list all the apps currently installed on the device. There is another tab that says "All", which lists both the installed apps plus any other apps you have installed on any device in the past using that same account. Apps you have deleted from both the current device and other devices will show up in this list, unless they are no longer listed in the store.
