Okay, so it was never really gone, google just hid it better 
Anyway, we now have app ops available again. If you aren't aware of what app ops does, it allows you to allow or restrict permissions of each app, only allowing it to do what you select.
Caution! Apps generally ask for permissions in order to do specific functions, and denying it a permission it needs to function may cripple the app

One huge new addition is the permission to KEEP THE DEVICE AWAKE! You can deny this to apps like facebook or other battery draining apps. You basically have the ability to greenify apps **without root**
