New behaviour or always been like this?
If, as I guess, this is an app to close other apps, I'd suggest either contacting the developer and letting them know it crashes (tell them your phone model and OS version, and if you've modified the OS in any way) or just finding another app that does work.
(Though as I've never closed all apps in 7 years with Android I'm not convinced you need this at all).
