App that improves picture quality?

I was just wondering if there are any apps that can actually improve the quality of exsisting pictures. Are there any apps like that?
 
I upload my pics to my PC then use Paint Shop Pro that had a "One step" adjust feature to correct lighting, contrast, etc. Use the "Smudge" brush to de-pixelize sections, after which you can enlarge images without virtually no loss of quality. PC freeware "IrfanView" is handy for minor image editing. Microsoft offer a free app for enlarging images up to 50% larger without much loss in quality, but I forgot the name. You can try searching MS's download page.
 
In my Android phone, I like Aviary photo editor. It's powerful, effective, and quite easy to use. (For iPhone, Photo Toaster was best). At home in my PC, I also use Paint Shop Pro.
 
It kind of depends on what you mean by "quality" - are we talking resolution, or just aesthetic attributes? If resolution... no, not really. You can't add more pixels to make an image more gooder. There are, however, a number of applications which can help touch up photos to improve brightness/contrast, shadows/highlights, color saturation, and other aspects. Aviary and Snapseed are two of my favorites.

Note: Many of the Snapseed features have been included in the Photos component of the Google+ app, so you may not even need to install a third-party app if you have G+ already.
