I downloaded Minecraft a while ago on my tablet, then i got a phone and thought "Well hey, Amazon app store has app download history so if i log in to my account i can get it, right?" Wasn't there.

Amazon App Store and Google Play Store are not connected. It's a bummer but if you buy an app from one you cannot transfer it to the other.
It's no different than buying an iOS app and then having to buy it again if you switch to Android and want the app again.

I assumed your tablet to phone switch was a Kindle to something else switch. You didn't mention Google Play but I was trying to offer a solution based on the information provided

You said it doesn't appear in your purchase history, but does it appear in the App Store if you search for it? And what happens if you try to download/open it directly from the store? I assume it asks you to pay again?

Yes it appears in the appstore, and yes it asks me to buy it again.
