can I download my android apps on my computer and have assess on the computer

I'm not sure I understand what you are asking, unless you mean "access" when you write "assess". If so the answer is that your computer will not run android apps (nor will an android device run Windows or OSX apps), and the android device does not provide a means of copying apps directly to the computer (though you could make a backup using the Helium backup app and copy that to a computer - that would however only allow you to keep the backup safe, not run the apps on a computer).
