I cannot get any applications to install. They all time out. What is the issue?

Do you mean that they fail to download, or fail to install?
Try clearing cache for the Play Store app (harmless, might fix a problem with that app).

Are you getting an error like 'operation timed out' from Google Play Store? or is it just sitting at 'installing...' indefinitely?
Download/install errors are quite common with Play Store. One of the most common is due to incorrect date/time. even a few minutes off can cause this. go to setings--->date/time and see if you got it set to 'auto' (network provided settings). if it's set to manual, make sure you don't have DST ticked on as that might cause it to be an hour ahead, causing Play Store to fail due to security certificate expiries.
It might even be so far off it's set to Dec 31 1969, the default when auto time fails to work, or if you recently cleared cache.
