Does simply having apps downloaded and available in Android use data when not in use?
 
They don't even use data when in use, unless the particular app connects to the internet for some reason. (Sending an email, for existence, or looking up an address in a navigation app.)
 
Thanks Rukbat. I just got a new LG L39c Dynamic cellphone with Android/Jellybean. I have never used apps on phones before, just on laptops, so, still learning.
