Agree with you & this is the one of the more disappointing things about Android in my opinion.
I am not sure there is an app for transferring files between phones currently, unless one of the modders' have included the functionality in one of their ROMs. Stock android does not support file transfers on bluetooth at the moment.

Their is Currently an app called "Bluetooth File Transfer" that gives you the ability to send and Receive files over bluetooth and you DO NOT need Root.
It's Free and It worked for me ! I Do not have root and I have sent and received using my HTC Magic to other phones like SE , Nokia's and samsung's With No Problem . I hope it works for you
