How to download wi-fi apps on a memory card for android galaxy tablet?

I've read your post three times and still don't get it. I'm going to take a wild guess that you have a wifi-only tablet and want to install apps to the sd card? If so, you can't… unless the device is rooted, and even then, no guarantees the app will work. For sure, any widget app or app that requires boot notification will not work.
