Help Apps Not Downloading After Factory Reset

My friends brother set my phone back to factory settings and since he did that my phone wont let me access the play store or log into Gmail or many other apps. Everytime I try to it says: Can't establish a liable connection to the server. This could be a temporary problem or your android device may not be provisioned for data services. If it continues call customer care.
What is up with my android? And how do I fix it? Thank you!

Go to settings remove your google account and add account with existing email ID and password,if you are trying to sign in with a new account ,you have to wait 72 hours.
