Help Apps remain after wipe

Hey there,
After many crushes, I am trying to reinstall my Xiaomi Redmi 1.
I went to recovery mode and made a full data wipe + cache wipe.
Still, after I install the new ROM, all of my apps are still there (and crushing).
Do you know how can I really wipe everything and start clean?
 
Do you have the option to back app data up with Google enabled? I just wonder whether they are automatically restoring when you log back in.

If you reset then don't sign in to Google are they still there? If they are then something is very wrong, as the reset should format the partition the apps are stored in (apps that are part of the ROM are of course not removed by a reset, but their data would be wiped). So if you do not sign in (so they cannot restore) and they are there after a reset it would mean that it didn't do the reset at all.
 
Tried again just now. Didn't log in to Google account. Still all the apps appear.
This is so strange.. what can I do?
