Help Apps will not download from Google Play Store

Evening,

I have just performed a factory reset on my phone and signed up with a new email address. When I come to download any application through the Google Play store I keep getting endless error codes:

" "App" could not be downloaded due to an error (Error while retrieving information from server. [ROC: 2-7: AEC-7RCTQ-DVME-7WCQS])"

My phone is a Samsung GT-I8160 / Galaxy Ace 2. I have cleared the Google Play cache several times. I cannot delete my account unless I do a factory reset. I have added another account. I cannot find any mention of a Download Manager other people have spoken of.

Any advice guys?

Clear data on - Play Store, Play Services, Services Framework.

See if the problem happens on mobile data and wifi.
