Apps Appstore advertise with external link

Dear Android Community!

I have the following question for you: Can you advertise on the AppStore for a mobile version of the game without offering a downloadable app? That would be almost an external link to a Flash or HTML5 version of a game but designed for smartphones and tablets. Only there's just no app to download. Does that work?

As far as i can tell - NO
The only way to get into the Playstore is to upload a working app. In the google play developer policies i found nothing that points to something else than apk files

That is correct. The dev console will not let you list your app without filling out all of the required fields--one of which is a legitimate apk.
