ARM is an instruction set like x86. The reason they all use it is because it's a "reduced" instruction set more suitable for mobile. Rather than say x86 (which is what an Intell or AMD desktop processor uses). x86 is a powerful instruction set with lots of features, whereas ARM is designed to be limited so that it uses less power (good for mobile device battery life).
ARM actually stands for A RISC MACHINE. RISC stands for Reduced Instruction Set Computer.
It is also a company. But its business model is very different from Intel. Instead of making processors on its own, ARM licenses its designs to others.
