That depends on whether or not the OEM plans on updating it. Sadly many of modern Android devices will not receive lollipop.
No, updates aren't mandatory.
Just like its not mandatory to update windows 7 to windows 8.
Every operating system has a functional lifespan to which it remains up to date and compatible with new software distributions, but at some point it will become phased out. An OEM is only required to provide software support for a certain length of time, then its over.
Here's another question though.
What are the risks of running outdated software on a smartphone? Lots of cheapo prepaid phones out there still run Jellybean and even Gingerbread or Froyo.

I think unless you're on version in the states then no an update won't be forced upon you but I agree with Tommy above that it's usually best to be on the latest Android version you can get
