Are apps linked to an account or phone?

This might be a real newbie question, but I'd really like to get one of the swanky new tablets running 3.0 when they are released. My question is will my apps be accesible on my tablet and phone? Are they linked to my gmail account or to my phone account?

paid apps are tied to your gmail account, free apps you will have to download again
