Help Arranging Application icons.

On my Samsung(S2) phone I have arranged application icons in various files e.g. games, hardware, finance etc etc
I am setting up a ZTE S7Q tablet and have not succeeded in creating display screen files for the many icons I will collect.
Is their a work around ?
 
Take it you've tried long-pressing the home screen for options?
If the stock launcher isn't capable of creating folders you could just download a 3rd party launcher from Play like Nova Launcher
