Help Asian-Language Pop-up

Hello --

As of today, every few minutes, I'm getting a pop-up at the bottom of my screen with Asian-language characters in it. It looks like a wi-fi notification (The ones that pop up and fade out).

This pops up in any application, and on the home screen, no matter what I'm doing.

I've tried using an app killer to kill all running apps. I've scanned for viruses. The last thing I downloaded was weeks ago, so I don't think I downloaded anything that would cause this to happen.

I can't find the setting to shut this off, and I have no idea what it says. Any help would be appreciated.

Strange. Ive never seen any ad network use anything like that. What happens if you tap on it? Have you ran Lookout Ad Network Detector?

I have, indeed run Lookout Ad Network Detector, as well as the Norton ad detector. Nothing! I'm now going through and uninstalling all apps I've installed one by one to see if that helps, but so far, it keeps popping up. All I can think of is that some app I installed in the past is now causing this for some reason.

Tapping on it does nothing. I've posted on tumblr to see if I can get someone to translate it, which would at least point me in the right direction.

Hey again!

Through the day, I tried switching the phone on and off, pulling out the battery, etc., and nothing ended up working.

In the end, I did end up getting an answer from tumblr. The little pop-up says 'Network Connection Timed Out.'

So I pulled the SIM card out and popped it back in. That fixed the issue, and I'm no longer getting the pop-up every few minutes. I hope this is able to help people in the future.

ETA: I really don't know why I popped out the SIM card and popped it back in, except that I kinda wanted to try everything before opening the phone up completely and fishing through the guts, which I've never done before, LOL. In any case, it worked. XD

Well, since yesterday I started getting that little Asian language pop-up myself without having installed any app during the last two or three days, except for updating existing ones.

Mainly, that little pop-up message appears when opening Google+, then it disappears.

I didn't try to get the sim out yet, since that message seems to have stopped appearing, but I will try that if it comes back.
