Root [AT&T] How to fix? D/ L problem?

Every time I try to boot up my phone it stay stuck on my splash screen and if I try to go to recovery mode it send me straight to D/L mode and on the top left it say " could not do normal boot" " write protection: enabled" how do I fix this
