Root [AT&T] If I root the phone, is AT&T hot spot unlock available?

I'm sorry for the newbie question. I'm a long time iPhone user, who is getting used to his first android device, and loving it. I've watched a few YouTube videos on how to root the device. But my question is if I root this phone, is there currently a way for me to remove the lock AT&T has placed on the hot spot feature, without having to shell out extra funds to AT&T?

So I rooted the phone, downloaded titanium backup pro version and I went in and froze tethering provision. But when I got to enable mobile hot spot, I get a MSG stating "settings has stopped."

Any suggestions?
 
I downloaded an app called FoxFi WiFi teathering and when you open the app it states to download a supplement. Do so and it works perfectly as a wifi hotspot.
 
1-click tether works perfectly without having to root. Free app from playstore. Just run and it enables tethering. Connect and Viola! Used on my AT&T note 2 all the time. Good luck.
