So I haven't seen anyone else with this problem but I thought I would put it here for future reference in case someone else had this happen.
I did my Kies JB update yesterday and afterwards, I was having data difficulties. I did a couple reboots, checked settings, etc... My data was VERY slow and connecting to the Play store was impossible. If I changed to wifi, the phone flew with no issues. I did notice that my little animation by the "4G" was really flittering and didn't look smooth or correct. So I decided to look into the APN settings and this is what I found. Everything was correct except for the last option; APN Type. I guess it's supposed to say; default,mms,supl,hipri
My setting was missing the ,hipri at the end. I figured something this trivial couldn't be the culprit so I decided to fix it and continue my trouble shooting. After fixing and saving, my APN reset and then the phone started working just fine, data is fast as hell now. I don't know what the hipri stands for, I don't really care to look it up! But if you're having problems with your data, look into this.
