Arent the icons supossed to change in jelly bean? I thought the phone icon was supossed to be the blue phone, message icon, contacts icon were supossed to change to new icons?

No. Its because of touch wiz. The appearance stays the same unless you get a launcher.

I'm on Verizon, but I read the at&t update had to be done through kies air and there would be no OTA for it.

At this time you have to use kies
