Five minutes is the shortest update time. Updating every minute (even every 5 minutes) is a terrible battery drain, which is why it defaults to 60 minutes. Unless there's a big storm coming, the weather forecast isn't going to change much in one hour.
If you need storm warnings, there are other apps that work better. (Which one would be best depends on what part of the world you're in.)
