Automatic power saver

Is there a way I could have a service/app that detects what WiFi network I'm on and turns on/off power saver? I have the HTC one and can't program.

Can such an app be written? Yes. Since you can't program, you'd have to find someone interested in writing an app like that, or someone interested in getting paid to do it.
