Avoid any messages about data activation

I don't have data in my mobile.
I don't want any data waste in my mobile.
When I try to connect to internet without any wifi connection near I receive message easy to fail asking me if i wish to connect to data internet.

How can I solve this ? .
Why android only support the interest of the operators or sellers of internet ?

So what is your setup here? On my phone if I turn mobile data and WiFi off and try to connect to the network it tells me that there is no connection available - it doesn't give me any pop-up.

The only times I see such a thing is if I ask for something specific which normally only works over wifi - a system update, Google Photos backup or something like that. And I suspect that wouldn't happen if I had mobile data turned off in my settings.
 
To get internet (fast, slow, limited or unlimited), you need an internet connection.

It can be a WiFi connection from your router that’s connected to your cable internet.

It can be by mobile data.

It can even be by an Ethernet adapter for your phone to connect it to your router that’s connected to the internet by wire.

But you need an internet connection.

You don’t get internet access without an internet connection.

Which type of connection is up to you, but “none” isn’t one of the choices that works.

I refer to don't receive messages asking me to enable data connection.

True as the life is true.
I usually connect to internet via wifi. I only want to connect via wifi, not data.
So I don't wish to receive constant messages about data activation when I am not near of a wifi connection or the wifi connection fails.

Which is interesting because all my phone does if mobile data is off is tell me that I don't have a connection: I don't get an easy to accidentally hit "turn data on" button.

So does this happen with particular apps, or with anything and everything that uses data?
