Hello Blizzard.

Go into Data Usage and press the menu button, you might have been able to check to see if the Restrict Background Data option was checked. That option is there to help keep your data usage under your control. The option is only available after setting your Mobile Data Limit.

The data limit is not set. What now?

Now it's beginning to sound like the oldest issue in smart phone history: app(s)/widget(s) not playing nice with each other. ;)

Sometimes we install and configure programs which end up over time causing conflicts with the base system programs. My personal remedy is to remove ALL 3rd party stuff downloaded from the Store.. returning the thing to stock. Even the launcher, right back to TouchWiz or whatever the stock launcher is. Not a reset, but pretty close to that and done by hand rather than by hitting the "factory data reset" button.

Reboot after all that. Then see if the bug is squashed. If he's still alive and saying, "background data disabled," I'd first double check for services running from 3rd party apps and widgets (weather, social networking, email/Gmail, etc, all of it), then I'd reboot again.

If no joy, I'd go run post haste to the factory data reset button, after a backup of needed data (be careful about what you back up, too; you could reset and kill the bug, but then breathe life back into him by importing the rogue program/app/widget from your backup right back into your device).

After all that, if successful, comes the time consuming effort of reinstalling needed apps/widgets one at a time and running things for a while to see if the bug remains dead. One at a time is important.. running "for a while" is important. ;) Then, after something bad happens, you may be able to zero in on the one or two conflicting apps/widgets/services which gave birth to the bug. :)
