Apps Backporting Material Design

Hi all, my question is simple (maybe stupid too, I'm a beginner, so please excuse if you find this stupid).

I've started Android development. Now, with the latest android L preview released, I was wondering if there is a way to implement the material design (Transition animations, widgets etc) to apps with lower API levels, like ICS.

So, basically, can we somehow include the pre defined material stuff from L and use it in apps supporting older versions?

But Google's Chrome Beta for android has those transition animations from L, even on KitKat. How'd they do it?

True that's just a chrome beta . they are testing it , the question is did they get it working and how . they may have combined api but made the app to optimize itself to fit on the android it was downloaded to .
