It depends on what was backed-up and which app made the backup, i.e. what format the data are in. There's no universal "android backup".
Also, what do you want to do with it on your PC? Some data could be imported to apps on a PC (e.g. contacts exported as vcf), but most will be unintelligible to PC software.
