Help Battery charge indicator when plugged in not showing

I have two identical Galaxy Mini GT-S5570 phones (freebies with Chromebooks). On one, when I plug in the charger (with the phone turned off by quick press on power button) it shows the charge as a percentage figure which moves about like a screensaver. On the other phone this does not happen. I cannot work out how to get this to appear on the second phone despite searching settings and seeing if I can spot a difference between the two. Any ideas how to activate this. btw I use a PIN to unlock the screen. Thanks in advance.
 
Is the second phone actually charging? If it's not, that would explain the difference.
 
Yes it is charging - no problem. So this morning when I look at the phones one has the 'screensaver' showing 100% and the 2nd does not but when I turn it on there is a tiny battery icon in the status bar showing 100%.
