when I try to connect charger with my android mobile phone,I get a message that"Your charger is over-voltage.Please remove it". And sometimes no message display. When my Mobile is off and try to connect charger then it starts charging..Plz help to figure out this problem.I replaced different chargers but nothing.

My first question is this: are you using the same type of charger that came with the phone? Most phones charge at 1 Amp. Tablets, though, often charge at 2 Amps... but have the same microUSB cable.

It's very possible that you could be overcharging the phone if you have a "universal" charger that can also charge tablets. Doing so can fry your phone's internal charging circuitry, and that would mean a new phone. So be very careful in selecting a charger, making sure that its current draw is the same as the phone's.
