My battery drains while charging only. Charges only when switched off. Whats the problem

That sounds like either:
The battery is fault or worn out and is not behaving. Try swapping it with someone to test that if you can.
Or
Your charger is faulty and not giving enough output
Or
You are not using the right charger. Eg if I put my note 2 on charge with an old charger which outputs only 0.5 amps it runs down if it's turned on. If I use the 2amp charger that came with it it charges up.
