Help Battery Over Voltage - GS2

When my charger is not plugged in I cannot boot my phone. I get an over voltage warning light flashing on the screen. When I plug it in I can boot it and the health of the batt is hown as good in stats. When I unplug it is shows as over voltage. I cannot get my phone into USB debugging mode as it says I have the USB cable plugged in even after I have removed it. I want to wipe the phone and restore ito see if it helps but Im not sure anymore what I can do but order a new battery but it may be something else.

Anybody heard of this issue or can anyone offer advice?

mate, your phone was underwater and u turned it on even thou you werent sure is it 100% dry inside... dont expect miracles now, just get yourself a new phone.
