Hi all, i supposed to Turn on Battery saver most of the time(apart from when battery level is below 15 ) to increase battery life time ? Is it good idea or bad?..Suggestions, discussions most welcome ?

I didn't realise there was way of having battery saver on full time.
The downside would be that it does things like reduce what the phone does in the background (e.g. check for e-mails), reduce the screen brightness and have the ugly orange controls on screen all the time. If you're happy to live with those differences, then go for it.
Sounds a bit like what Android M is going to do when it decides the phone is inactive.

But will it effects on the Phone performance?

Depending on the phone it sometimes under clocks the cpu which reduces performance
