Not sure what you mean by scroll bar/status bar.
I assume you mean the notification bar?
Any one of the JKay circle themes are my personal favourites for the battery icon.

I notice that your join date on the forum is Dec 2010, even after 1 whole year of android use you didn't know that it is called a notification bar

They don't require root and are free.
