Beautiful widgets problem!!?? NEED HELP

last night i decided i would buy the beautiful widgets app. so i put in my debit card and everything and purchased it.

i then got an email saying my account had been locked up by the bank because it was bought internationally. so today i called then and said not to lock it up when i buy it so i went to buy it again and it already says i purchased it and when i go to download it, it will start and then 3 seconds later it will just stop

i dont know what to do
 
Can you do refund on the app? I actually did what u did but my bank didn't lock up my account. It just wouldn't download because the payment never went thru.

I had to do a refund on my purchase at 1st tho then after I emailed my bank about me making an international purchase, it worked fine after I repurchased the app and tried to download.
 
no it doesnt give me the option to refund. it just says "purchased" then when i clock on that it says "download" and then it will just start downloading for 3 seconds
