While i don't know what you would consider the best phone.... I bought a Galaxy Grand Prime for $50 on black Friday.. Not sure what the regular price is but it works well. I don't think it would be great for gamers as the device storage is limited.

It's easy to root and can be used for tethering once you root and edit the build prop. Both can be done in about 5 minutes.

Just about every phone that is Carrier unlocked and takes a Sim card will work with Straight Talk BYOP program. You can find good clean used phones at Swapa and maybe get more phone for your money.
