Best android camera phone? (low light)

Lusting after the Nokia pureview and wishing they hadn't gone Microsoft isn't getting me anywhere - my ageing but sneakily updated HTC one S is generally a good phone but the camera is just awful, especially in low light where it just doesn't seem to be capable of taking a decent photo.

Are there any Android phones out now, or due out in the future with cameras that can come remotely close to the Nokia in low light?

Had a look at the Samsung galaxy zoom but it seems the camera in that is still wack.

About the only non-break-the-bank camera I've ever seen that's excellent in low light was the Olympus C2020 and descendents. It took fairly clean pictures down to 16 second shutter speeds (that's not 1/16th of a second, that's a quarter of a minute.). Comaparing that with any phone camera is like comparing a Nikon to a shoebox with a pinhole. And they sell for about $50 today.

Even Nokias don't come close. Phone cameras aren't made for extremely low light photography.

What are those samsung galaxy cameras like?

They've done two devices that I've been interested in but not satisfied with but I'd like to see the next iteration which should be ideally a powerful phone with an optical zoom camera on the back.

The two I liked were:

1) An Android powered optical zoom camera (with wireless but not voice)
Samsung Galaxy Camera 2 GC200 - Full phone specifications

2) An under-specified phone (low res display, weakish cpu) with optical zoom camera.
Samsung Galaxy S4 zoom - Full phone specifications

Review of the S4 zoom: Samsung Galaxy S4 Zoom review: Best camera phone ever?: Prices, Specifications, Reviews | Know Your Mobile

I got excited for a moment when I saw that phone was called the S4 zoom, but the innards are nothing like an S4.

What I want is a more up-to-date version of the phone with a bigger camera sensor chip. :) If they for instance stuck a better camera in a device like the S4 it would be awesome.

This for me would be the best android camera phone but I don't know how it would perform in low light. The camera on the S4 zoom looks pretty good in that review.

They still aren't specing the camera, they're specing the phone. How large (in f-stop) is the lens? How small does the iris stop down to? What are the min and max shutter speeds? Does the user have any P or S control of the camera? What ASA-equicalent rating does it have? I have more camera specs for my Note 3 using Camera FV-5.

It's a phone with a camera stuck on it, not a camera that can communicate by wifi. Huge difference. They may be able to sell it to their phone customers, but their camera customers are laughing at it.
