Best Free Launcher to restrict use

I am looking for a launcher to install on workers' phones to restrict what apps they can open.

I don't want to lock the phone down completely, or necessarily track what they are doing (as with a Kids launcher)

But more to stop them installing anything without permission (i.e. restrict access to Play Store etc..)

Anyone recommend a launcher that fits the bill?

I would look into apps that allow you to pinlock PLAY. I'm not sure they allow you to disallow sideloading though. I know of an app, but the name escapes me right now. Gimme a sec.

Here we go, I haven't tried these myself, but the description fits the bill.

I think you can get apps that require a pin to open certain apps, but I think they require root. Here are some examples I found, you'll want to check permissions and pricing and functionality. There are also many more.
