Just wondering is there a brand of phones that ROM developers prefer? I have a Samsung Galaxy S4 and it appears that Samsung is doing everything they can to keep users from being able to root their phones. I had thought at one time Samsung didn't seem to care if you rooted your phone or not.

Samsung's are very easily rooted and flashed unless youre on verizon i think. The thing is that theyve introduced the Knox bootloader so if you flash any unsigned (3rd party) firmware it trips a thing called an "efuse" which technically voids your warranty.
If youre a rom dev i think you should go for a nexus.
Im not a dev but if i had the choice id buy a nexus 5.

ROMs aren't rooting and rooting isn't ROMs (although almost all ROMs are rooted).
The most difficult phones to work on t the moment, as far as bootloaders are concerned, seem to be the Note 3 AT&T version and the Note 3 Verizon version, and they're the easiest phones to root, and there are many ROMs for them.

One to look at I think is the Oppo Find 5, also called the x909. Here the manufacturer provides support, endorses and encourages third-party ROMs.
There's another one called the FairPhone, again same thing. Manufacturer encourages use of different ROMs, and does not void the warranty when devices are rooted.

Thanks for the reply. I'm just a user getting ready to root my Verizon S4 and was thinking that Samsung was making it more difficult. I've rooted a few other phones before so I just have to find the best procedure.
Thanks for the suggestions. I've heard of the Oppo and it sounds good. I'll have to lookup the fairphone cuz I haven't heard about that one

Just keep in mind the Oppo phones won't work on Verizon's network. I believe they're all GSM only (and I don't think they're even LTE capable).
The FairPhone is the same. GSM and WCDMA only. Not sure about LTE.
Nexus devices are the best for rooting.
Samsung used to be pretty friendly for flashers but it's been getting worse, first the custom flash counter and now knox.
Even iPhone's are not locked down like this, after jailbreaking you can return them to stock and no warranty is lost.
