best program for creating EASY pages for viewing on android?

Hi
I want to design a webpage that will work on android.
Problem is with SOOO many screen resolutions and browsers i am totally confused!
does anyone know of an EASY program that can create web pages on the PC that look good on the vast number of android phones out there?

Typically what websites do is have a regular page and a mobile page. They also have Javascript detect what kind of user agent the person viewing the page is using. So if it's a mobile browser, the page then formats to be mobile-friendly (for a tiny screen with mainly vertical scroll). If it's a desktop browser, the page is formatted normally.

Any idea if there is some sort of WYSIWYG program out there that can do this automatically?
I am trying to create landing pages not full on web sites so i dont need a non-mobile page

For a preview on your own phone you could use an Android html editor like SilverEdit

i was more hoping for something of a WYSIWYG editor that jas some sort of javascript built in when you publish that detects the phone and works with the resolutions.
I just need a simple landing page with a contact us form - nothing special
