What's the best file/resolution/quality/format for video should we use for the phone?

Best program to use for conversion?

I turn everything up to the highest setting possible, highest resolution, and I have the super fine setting on. I'm not too keen on what to use for conversion sadly, as I am not sure what to use myself.

I do not do very many video conversions, but Handbrake has worked for me.
