Best Way to Read Web Page Out Loud?

Under Android what is the best way to read a web page out loud? I would prefer to not rely on an app like Google Assistant just because it has so many intrusive features and profiles your voice. I would prefer a stand-alone application that I can just link from Google Chrome and have it read the web page from which it is invoked. I just want a few standard voices and the ability to go forward or backward by a sentence or a paragraph. I would also need this to work when I am not connected to the web.

My most common use case for this would be reading a web page when I am out walking or hiking.

Option #5 T2S is fantastic. Not only is the voice easier to understand, but they thought through perfectly how to interface this to Android through Share as well as offering the stand-alone browser.
